Does our use case actually need blockchain, or would a regular database work better?

This is the most important blockchain question. Blockchain adds value when: multiple parties who don't fully trust each other need to share data; immutability (tamper-proof records) is a core requirement; eliminating an intermediary is valuable; or auditability by multiple parties is required. If you have a single organisation controlling all data, or if the parties already trust each other, a regular database is faster, cheaper, and easier to maintain. What is the difference between public blockchain (Ethereum) and private blockchain (Hyperledger)?
